Administrative Officer

The incumbent is the Administrative Officer for the VA Boston Healthcare System, Compensation & Pension Service (C&P) and Occupational Health Program (OH) both aligned under the Chief of Staff. The incumbent will also help with Community in the Care section. Incumbent reports directly to and works directly with the C&P/OH Director in the comprehensive management of the C&P and OH Programs. Incumbent interacts with all Programs in the VA Boston Healthcare System, both on professional and administrative levels, in performing assigned duties and is in daily contact with system chiefs throughout the system on matters of budget, personnel, supplies, equipment, and the house staff training program. The incumbent is responsible for the efficient organization of the C&P and OH Programs and provides administrative guidance to the lower-graded support positions and responsibility for the day-to day office operations for both programs. The incumbent must ensure that mechanisms are present to guarantee timely and accurate submission of all administrative reports for both programs. The incumbent assists in the formation and manages the administration of the C&P Program's Performance Improvement Monitoring and Evaluation Plan as well as the Performance Measures related to OH Program. The incumbent ensures that all VA and Joint Commission standards are met and appropriately incorporated into C&P and OH Programs' policies and procedures. To qualify for this position, applicants must meet all requirements by 15 calendar days from closing date of this announcement, 04/14/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
performing administrative management duties pertaining to budget management; procurement and contract administration; human resources/personnel management; space and equipment utilization; and analyzing and measuring effectiveness of programs. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You will be rated on the following Competencies for this position:

Physical Requirements:
The work is primarily sedentary, although to effectively evaluate the operations of the C&P and OH Programs, some walking, bending, stooping, and carrying of light loads is required. Duties require the incumbent to work in an environment having frequent interruptions during the course of a normal workday. Occasional travel to other medical centers or community based outpatient clinics may be necessary to effect program and program goals. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
