The incumbent serves as the full operating assistant to the facility Chief Financial Officer (CFO). The incumbent has responsibility for the overall operation, training, and production of each section or unit in Fiscal Service and for the coordination of their assigned functional activities so as to produce quality service products. Responsible for the overall operation, training and production of each section; Formulates, develops, prepares and executes the annual budget plans; Interprets program objectives and develops procedures; Maintains an automated and fully integrated system of financial staff services, which contributes to the effective management and control of the VABHCS operations; Carries out all technical processes of budget formulation, development, review and execution that entails planning, coordinating, monitoring and controlling expenditures; Coordinates studies and analyzes operations of systems on a continuous basis; Coordinates special analytical reports, charts and graphs and other statistical reports; Collaborates with Chief Financial Officer in establishing organizational structure and guidelines, performance standards, work review and reporting requirements; Performs other related duties as assigned Work Schedule:

This is a non-bargaining unit position. This position is covered by locality-based comparability pay. Travel and relocation expenses are not authorized. Selectee may be required to work at any Boston Healthcare System campus, as needed. Candidates who meet the qualification requirements within 15 calendar days following the closing date of the announcement will be considered. The selectee will be required to serve a one year probationary period for supervisors if not already served. Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Incomplete applications will not be considered. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 15 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position, you must meet one of the Basic Requirements:
A. Degree:
A Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing. NOTE:
You must submit transcripts with your application. Education will not be credited without documentation. OR B. Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND To qualify for the GS-13, you have at least one (1) year of specialized experience that equipped you with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-12 level in the Federal service. Specialized experience includes:
providing managerial oversight for the full range of fiscal activities; developing accounting policies and standards covering operations; utilizing in-depth knowledge of financial management systems, including administering an accounting system; developing performance specifications and standards for financial programs and activities; and serving as an expert authority on maintaining and reconciliation of integrated accounts; advising on, developing, coordinating, and carrying out financial policies, procedures, and plans. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
