Prosthetics Representative (TCF Trainee)

The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. Selectees will be required to sign Mobility, Training, and Continued Service Agreements. The Prosthetic Representative (TCF Intern) administers, supervises, or performs work concerned with rendering Prosthetic and Sensory Aids Services to disabled veteran patients. In this position, you will serve under the direction of a TCF Certified Preceptor for the purpose of receiving orientation and indoctrination in the specialized functions particular to administration and management of the prosthetic program. Duties include:
Coordinating specialty programs to include:
Clothing Allowance, Home Oxygen, Automobile Adaptive Equipment, and Home Improvement and Structural Alterations; Planning, developing and directing a Prosthetic and Sensory Aids program; Serving as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices; Interpreting prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for and by, the patients; Authorizing the purchase, fabrication or repair of prosthetic devices; Participating in VISN and local facility committees, work groups and interdisciplinary teams; Developing local, organizational policies and procedures consistent with National and VISN policies and procedures; Developing statement of work for service contracts and monitoring contracts for compliance with statement of work; Receiving, analyzing and processing requests for prosthetic equipment and services; Communicating with Veterans and family members on prosthetic appliances, services, and benefits Identifying, selecting and monitoring National CMS/Health Care Procedural Coding Systems (HCPCS) codes o ensure proper purchasing and/or billing and reporting; Planning, developing and preparing budget estimates and developing cost containment measures; Collecting data, perform data analysis, and works with statistics, budgeting and contracting, procurement, inventory management, and human resources; Developing tools that allow monitoring programs such as Quality Assurance, and analyzing, reviewing and evaluating the results of various monitors and databases; Reviewing Veteran's medical documentation for better collaboration of services and benefits; Inspecting prosthetic equipment and/or appliances, and conducting and reporting on home and vendor visits; Coordinate specialty clinics which include Wheelchair, Amputee, MMEC, etc., scheduling patients and providing necessary documentation; Procuring inventory materials, supplies, and equipment, - Managing Prosthetic and Sensory Aids Service (PSAS) inventory; Participating in investigative/research projects studies; Representing (PSAS) in public relations activities, i.e., lectures, town hall meetings, and community outreach events; Serving as a technical advisor and subject matter expert for Prosthetic and Sensory Aids Service (PSAS) Other duties as assigned. Promotion Progression:
This position is being hired at the GS-7 grade level. During this program, when trainees meet administrative and qualification requirements and have been in their hiring grade for a minimum of one year, they may be promoted to the next higher grade level. NOTE:
Trainees cannot be promoted beyond the established promotion potential of the position (GS-11). Promotion is not an entitlement and is contingent upon achieving the established training goals to the satisfaction of the preceptor. Work Schedule:
Full Time Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) English Language Proficiency. Prosthetic representatives must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Experience and Education. Experience. One year of creditable experience that demonstrates:
Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; OR Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields:
occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; OR Experience/Education Combination. Equivalent combinations of experience and education are qualifying. NOTE:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GRADE REQUIREMENTS GS-7 Prosthetic Representative (Developmental Level) (a) Experience. In addition to the basic requirements, one year of creditable experience equivalent to the GS-5 grade level, directly related to the position to be filled. (b) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Ability to understand and apply processes, procedures, regulations, and laws as it applies to purchasing and the provision of prosthetic items/services. 2. Ability to coordinate multiple requests for durable medical equipment (DME), including repairs, services, and benefits. 3. Ability to act as a liaison with and work effectively with health care providers, patients, caregivers and vendors to ensure that the most appropriate device and services are received timely. 4. Ability to monitor contractors and vendors for compliance with contract requirements. Physical Requirements. Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job including their physical, mental and emotional capacities, without endangering their health or the health of their co-workers

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
