Program Analyst

NOTE:
This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. Duties include, but may not be limited to the following:
Analyze and evaluate the effectiveness of line program operations in meeting established goals and objectives. Research and investigate new or improved business and management practices for application to agency. Analyze management information requirements to develop program reporting systems specifications, data gathering and analytical techniques and system methodology. Develop training, educate staff, implement and sustain operations of the automation process. Prepare data reports for regulatory submission and maintain data quality to ensure compliance with regulations. Design and produce analytical reports. Evaluate and advise on organization, methods and procedures for providing administrative support systems. Design and implement methods of identifying correcting erroneous data. Design and implement numerous data reporting systems for inputting and displaying data and tracking results. Perform other related duties as required. Work Schedule:

Experience:
Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes:
knowledge of the principles and practices of health services research; performing a broad range of duties involving applications software and data measurement:
data management includes but is not limited to; analyzing major clinical/administrative compliance information and developing recommendations to maximize quality management and control of procedural documentation and strategies; creating and presenting analytical and statistical reports; designing and implementing data reporting systems; and working with a study team to identify needs. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
