Accounting Technician

This position serves as an accounting technician for Fiscal Service within the VA Boston Healthcare System. Duties may include, but may not be limited to:
Reviews and approves requisitions for services, supplies, real property, equipment, and adjustments for all appropriations (including GRF & CWT) for the medical enter. Audits payment documents received from vendors, employees, Beneficiary Travel, Patient Funds, and the Agent Cashier for correctness. Forwards invoices to service that require certification. Processes invoices for payment in FMS or forwards invoices to the Online Certification System or CAPPS as appropriate. Performs comprehensive audits, analysis, evaluations and related procedures for the purchase card system. Evaluates the internal control to detect weakness in control procedures and recommends actions. Ensures proper accounting procedures are enforced to accurately record financial transactions. Prepares written reports on the results of audits, reviews, and evaluations. Reconciles and balances the Accursed Services Payable and Undelivered Orders Reports in FMS and IFCAP monthly. Not required This is a AFGE Bargaining Unit position. This position is covered by locality-based comparability pay. Selectee may be required to work at any Boston Healthcare System campus, as needed. Candidates who meet the qualification requirements within 15 calendar days following the closing date of the announcement will be considered. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
One (1) year of specialized experience that equips you with the knowledge, skills and abilities to successfully perform the duties of the position. To be creditable for the GS-07 the experience must have been equivalent to the GS-06 in Federal service. Examples of specialized experience includes; having a working Knowledge of accounting principles, methods, procedures, and techniques, budget or other financial regulations, operations and procedures governing related transactions to resolve standard transactions, complaints, or discrepancies; understanding of standardized accounting, budget, or other financial management regulations, practices, procedures, and policies related to the specific financial management functions; analyze and detect trends and problems that affect the overall operations of accounting; proficient in the procedures and processes used in assembling, reviewing, and maintaining accounting, budget, or other fiscal transactions; maintaining foundational skills in accounting, budget, or other financial regulations, laws, and requirements to ensure compliance and recommend action; having a basic knowledge of the functional areas of accounting or budget and their relationships to other functions necessary to recognize problems or errors, if information is incomplete, or for determining if investigation into prior actions is necessary. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
